Why do guys scratch their balls in front of a girl?

do they do it intentionally to grab attention? is it cause the girl is like one of the guys to him?

You know what, there's no reason a guy has to scratch down there in front of a girl unless he has some medical or vd problem that causes an itch he can hardly stand.  In that case he'd try to do it in the least noticeable way, like use the restroom if at all possible or to the side not facing her.  Otherwise he'd either have some medication to reduce the itch or he'd stay out of those situations until it's more controllable.  There's no normal itch that would be so bad that the guy would HAVE to be scratching in front of a girl.  He would be able to move aside or whatever to get more out of sight.  So that leaves the guys that do that wanting a girl to notice because it turns them on by making them think about their stuff. It's a weird way to get attention.  It's almost never just because they just HAVE to scratch right then unless they have absolutely no self control over anything.  Scratch yourself anywhere else in front of girls = OK, but not down there. That's common sense.

Most guys get itchy down there and just do it without thinking, some may do it to draw attention but mostly we just don't think of it, I have seen many women adjust their knickers due to them being uncomfortable, they may not know someone is looking but some do adjust, just human nature.

I once read that guys subconsciously touch their lower area around girls to kind of say "I'm a virile, fertile, robust male." Maybe that has something to do with it? Girls often touch their neck, collar bones, etc., which gives similar attention to their upper feminine bits.

I don't think anyone is getting offended. It just seems like you're not satisfied with the answers that you're getting, that it's pretty much because the area just itches and not because of liking a girl. There are only so many ways to answer the question.

No, there's absolutely no reason for a guy to scratch himself outside of him itching. It has nothing to do with a girl. Sometimes things just get real itchy down there.
