Guys are the ones that are actively pursuing sex for the most part.
When push comes to shove, guys are the ones who will participate in sex and with less standards involved.
Women will in fact make things ten time harder for guys to get sex, unless she is REALLY attracted (emotionally, physically, whatever).
For guys, sex is a simple alleviation of physical desire. For women there is all of this emotional dogma attached, and therefore all kinds of circumstances need to be in place before a woman will even consider sex - typically she needs to be in a relationship. This would suggest it is not the actual sex, or even intimacy of sex (guys like being intimate). It would suggest that she just wants a way of emotionally connecting with the guy and sex becomes a vehicle for this.
Feminists talk about the risks involved but realistically, these risks are there for guys also: sex is not risk-free for either gender and precautions can be taken to mitigate risks.
Female promiscuity being shamed is also something feminists like to talk about, but again guys behaviour get frowned upon, maybe not for being promiscuous but for the effort that is made to be promiscuous (approaching women).
Again, hostile attitudes towards promiscuity is something that can be mitigated (by applying discretion if you want to be promiscuous).

The truth is this: It depends.
All women have a much greater capacity in all manners of sex and sexuality than men, but society places a huge amount of pressure on women to suppress their desires. Then there's the flip side - that men, generally, are terrible in bed.
Ultimately it all boils down to this - Women crave good sex more than men crave sex. If a particular woman in question isn't at least as obsessed with sex as men, then either she has never experienced good sex and doesn't know what she's missing out on, or she knows that the guy in question isn't great in bed and can't be bothered.

"All women" in "all manners"? That's one hell of a claim, and it is always stretching it to say "almost all" let alone "all". Most of what I've seen here in the comments thus far is anecdotal evidence, so I'm gonna assume this was your experience or assumptions. What we do know is that women generally approach sex more psychologically than physically compared to men, and that they tend to have more and longer orgasms (lucky bitches). That could just as easily be portrayed as "men are terrible in bed" as to "women generally have more pleasurable sex". At any rate, I'd like to see your evidence that society seriously tries to suppress women's desires while it uses women's sexual appeal to sell everything... I mean, that's one hell of a claim man. Who has a problem with women being sexual? And what man doesn't crave "good" sex? It may well be that because of the more physical nature of his sexual desire, he hasn't questioned so much as to whether it will be good, but who knows.

It's just different from men and women. Women don't desire men as much as men desire women, I believe. But women want to be desired sexually by certain men, and when it happens, hell breaks lose. I'll give them that.

I think what you have is men more openly think and talk about sex then women. Whats the saying "a lady in the street but a freak in the bed." There lies your answer. Many women need that emotional and physical attraction towards their boyfriends first then they open up a little more. So they hide it and yeah they get horny and think about what would sex be like with him or any other guy but the won't tell it to your face. Sometimes women won't have a high libido u til they meet the one. I have a friend that she hated sex with her ex but then met the love of her life and now she craves the sex.

Obsessed is too strong a word , also depends on the age group , young men have sex drives far , far higher than their usually disinterested female counterparts ( a lot of women are asexual ) , this is due to biology ( much higher testosterone levels ) & brain wiring. Fortunately for me , as a single dad , my own libido has dramatically dropped... glad to get rid of the pesky f***ker. Men also have to empty the prostate gland too.
