I haven't seen any evidence of that. The implication is that tall women would be more masculine, and I haven't seen any evidence of that either.

It depends.. Everything is relative.
I think the reason people are saying yes is because tall is often associated with large, meaning, among other things, maybe broader shoulders. If you compared a short woman side by side with a tall woman, assuming both were otherwise identical, I highly doubt one would be percieved as more feminine than the other.

No, it's just that the definition of feminine varies so frequently that it's hard to know what people mean when they say "feminine."
Historically, the definition is pretty consistent. Femininity and masculinity are traits most often associated with, but not exclusive to a particular sex. Like Yin and Yang.
