Cigarettes being developed centuries ago became such a big part of our culture it would cause global riots if it were completely banned all together. So it's better to fuel addiction that kills people and makes the government money, than cause chaos. However, should cigaretters, as an example, have an accident at the factory where they put TOO MUCH cyanide in the cigarettes and start noticably harming people. That particular factory would face so much controversy that they'd be forced to close. In terms of a vibrator causing damage. On the miniscule chance that the vibrations did cause nerve damage or desensitization. It would be so tiny that people would not notice it and would mistake it for "I'm just getting too used to this toy".

If u haven't had experience or good sex education it can train u to expect that level of "stimulation" and need that to orgasm. Rather than using to make sex or masturbation better it's used too much and can take a really long time to undo those messages in the brain.
