Sorry to hear that you're going through this. The sad truth of reality is the strong step on the weak in every part of the world. Whether it's physical strength or financial strength, those with power over others have the ability to bully them. If authority figures like police in your area are corrupt and don't care, then all you can do in this situation is stay mentally strong and make yourself stronger. Workout and train so that you're not a pushover and the guy can't torment you like that easily.
The girl may not be ignoring you because she hates you, but more because she's in self preservation mode and afraid that something will happen to her. When you're stronger and more confident, hopefully you'll be able to confront the girl about the situation you were in. If she doesn't believe you after you've explained it to her, then she isn't worth it, because she's the type to listen to what others say about people; easily influenced.
You need to leave that situation, period. If you're under age you need to contact authorities because this kind of punishment is abuse pure and simple and you don't have to put up with it.
