The 'friend request' is a message from that someone is wanting to contact you. You can either accept them or reject the request - the choice is yours. How it can be sexual harrassment? I have received request from female friends of my class and even I have sent to girls to whom i know to stay in touch. In that case most of girls have sexually harassed me. Smh.

If you keep doing it again and the girl already indicated she doesn't want it, yes, it's annoying. But just sending a friend request for the first time, a request which you can either accept or decline, that isn't sexual harassment. It's just a friend request!
