As @MrOracle says it’s a valve. The valve at least for me isn’t exactly tied to erection - if I’m hard but not close to orgasm I can probably pee, but after orgasm I still can’t for a few minutes.

Regarding your update: the foreskin should be able to move back and forth while erect. If not it’s a medical problem (phimosis).

A normal male body prevents ejaculation and urination at the same time. This is possible because of the contraction of muscles at the base of the bladder, closing the pathway connecting the bladder and urethra. This makes urine impossible to leak during ejaculation, and why men have extreme difficulty urinating during an erection.

On your follow-up - Ejaculation is certainly one fun way of getting back to flaccid! But, he would just have to ease off enough to allow the muscle controlling urethral flow to relax a bit, not necessarily a complete loss of erection. Re the foreskin- In many it will straighten out and get taut as the erection is created underneath it. In many others, there will be excess foreskin that would have to be dealt with manually.
