11 14It could be possible that when your sister moved just right, they got a sneak peak up her skirt As far as taking photos, there are a ton of spy cameras on the market from pens to those that look like buttons that can be sewn onto a bag and more types. These are very easy to disguise and most are overlooked when a person is being checked out. It some states it is illegal to take upskirt photos without permission while in other states it is legal and due to a technicality in the law. In any case she does have grounds to go after him for stalking and should pursue that route.
In the meantime, she should ditch the thongs, bikini, hip huggers and go with a 'specially modified pair of full briefs. By this have the middle finger printed strategically on the fabric so he gets a shot of her giving him the finger.

Skirts ( up to knee long ) are dress Code for Girls in the College and grils are bound to wear skirts all the Year, I also think he and his Cunning friends are using some micro camera or mirror because he told My Sister 3 times exactly what type and Color of panties she was wearing at that day !
