I've already said it, it's just an exaggerated way of saying that you should never be blinded by love and you should always value your friends, even if you're in a perfect relationship.
Depends on the context. I'm more than happy to spend time with my partner most of the time, but sometimes I already have plans made. I have cancelled in the past because sometimes it is important enough, but generally I will keep whatever plans I have made and find time for the other afterwards.
