Yes and no. "Sex" (in this case) is short for sexual relations (or sexual activity - a contemporary way of saying it). So, any of those can be called sex. Even masturbation (if it's with another person), because it means manipulating the genitals with the hand. Doing it to oneself is autoeroticism.
But, "sex" is also short for sexual intercourse -- and that can only be done by two people of the opposite sex (the other/original meaning of the word).
