The accent itself, no... but the vast majority of the people I encountered in the deep south (I've spent time in 46 states), repeatedly failed to spell 5 letter words properly, and couldn't comprehend a basic, simple, 1 sentence question. Not all... but it was the part of the country I most frequently encountered that in. Ebonics and slang half words were most frequently used.
There's a HUUUUUUUUUGE difference in the lingual skills between a Black dude from Seattle, and 1 from Houston. HUGE.
