I'd think that depends a lot on where his mind is. If he has seen a lot of porn and/or been naked in locker rooms for example, he might have a bit of a complex. But if he has escaped such experiences, he might be 'normal' and not even think about his size. I must admit though, that I think the second variant is rather rare these days.
I voted yes because... more likely than what? Can still be more likely than guys with big dicks and not be the majority at all. Also, having a smaller dick means they are more likely to actually get turned on by femdom, specifically regarding the small penis humiliation kink.

I've been with a few guys (I'm bi) and the most dominant of them had the smallest penis. Antidotal evidence of course, but maybe since the lack dominance in the size department they made up for it by being dominant in bed?

Penis size isn't an act of will or a lack thereof. It's just a thing, like boob size, that's determined by genetics, and I really can't say that the smaller guys I've known were more submissive, as a rule. Sooner the opposite, in fact, and often with the added bonus of actually giving a damn about what I wanted.

Submissiveness, and/or the opposite, is in the psyche. The size issue is purely physical, so, while they could both be factors in one person's sexual identity, it would be by coincidence more than any reliable rule that the one condition implies the other.

Maybe, but I think it is more about the personality. I think people who lacks confident, who are unsure in theirselfs are more likely to be submissive. I am sure there are men with small penises that are really dominant and maybe there are guys with big ones, that are submissive.
