As long the 35 year old is not taking advantage or manipulating the 17 year old it's should be okay but I feel that might be too much of a age gap.

But it's where you be live, it's legal in the UK but illegal in the US she needs to be 18 as far as I know...

The age of the younger person is important. Either the person is mature/old enough for having sex or the person is not sufficient mature for sex. The age of the sexual partner is not important.
I even think that a 35 yo man is more mature and responsible than a 18 years old guy and will treat the teenage girl better.

I think it should be 18 but many places have consent at 17 but if you keep making it younger and younger because everyone gets use to the idea and its only a year younger. Where does it stop?

if it’s totally consensual it’s really their business and not anybody else’s.
and they are responsible for any consequences.
When I was young I was taught by an older woman it proved to be very useful for later on and helped my confidence. that can go both ways.
