Scenario 2: A man gets sexual release from orgasming during vaginal intercourse, yet he dumps his girlfriend for denying him the additional bonus of anal sex because it's too painful.
In one of these situations, a person is dumping their partner because they're tired of being constantly frustrated by not getting sexual release; in another, a person is dumping their partner because their partner won't submit to a painful activity that is ultimately just a bonus that isn't vital for sexual release.

That is relative. For the guy in anal it may be the only way he can orgasm to sexual release. Not that i care because i don't like anal but some people get stuck doing something and can't orgasm without it. It is understandable the girl might not want it but then there are women who prefer it. As for the first the woman. not getting satisfied is obviously a bad thing because he is just using her for his own pleasure. Could you say the same about the second that she is just using him?

These aren't equivalent. Not having an orgasm vs having an orgasm and wanting an extra option are different.
It's hard answering this; your subjectiveness has quite manipulated the poll in such a way you're almost forced to say the scenarios aren't equivalent in favor of the first scenario, and that's quite easily noticeable in the to be chosen answers.
That aside, it doesn't really matter who is breaking up here, right? The two aren't even remotely sexually compatible, and thus shouldn't be having a relationship involving sex in the first place. Since we're talking about two people who find sexual compatibility important enough to break up over a lack of it, I think breaking up entirely is the correct choice, again, no matter who is the one breaking up.
Oral sex does not have the potential to cause physical damage like small sex does. The scenario #2 person is much more selfish and disrespectful.

If oral sex were indeed necessary the mouth would have designed specifically for insertion into the vagina or in females the entry of the penis. Stimulation of the clitoris or penis might be necessary, but oral sex is not.
