For a female this is normal, not because it is hot but because a female's body structure is so that they are 'outmost' at their hips and even a feminine male body will have their shoulders just as wide as their hips if not more so.
The nature of the female body is that the entire 'thrust' or 'grounding' of the body's walk is in their hips so the butt shakes. Men who slouch a lot will have jiggly butt too because their shoulders aren't swaying their body but their hips are.
