That's a silly comparison. And yes, they do. They arouse both men and women. If a culture is already lenient about nudity, it's fine. They've grown up to not sexualize the female body and so it doesn't create issues. For cultures where nudity is a big deal, baby steps... cold turkey is sticky and not smart. It takes time. And I just don't think this is an issue worth fighting for to be honest. How much does this affect anyone's life and what do we gain? Knowing how our culture is, breast insecurity will skyrocket. The more skin we become free to show, the more insecurities seem to infiltrate our culture. Please help me understand the benefit. Is it for women who have underactive sweat glands? Equality for the sake of equality just seems like a gender competition to me and it seems immature. Even breastfeeding in public seems like it has more gain than this.

The reason they're arousing to look at is precisely because they're constantly covered. In societies in which they're not forcibly covered, they're not considered arousing to look at. Either women should be able to go topless too, or men should have to put their shirts back on.
