My husband must hold the world record, for he can unclip and have my bra off in under five seconds... And that's just using One Hand... And I still have no idea how the hell he does it!

Yes, my SO has certified me as being able to take off (and put on) her bra
I have only had an issue a couple times and it was just because I was pulling the was pulling the wrong direction.

When I was a teen, my girlfriend wore a 1 or two hook bra. I was able to learn how to unhook it with one hand. I would slide my index finger behind the hooks and flip the overlapping strap with my thumb and *pop!* off it came. Standard teenboy technology. A 3-hook strap took two hands.
Just two fingers - thumb and forefinger - and its unclipped from a standing hug in 5 seconds or less. From there it is easy. If it is steamy though I am more likely to push the bra up and over along with the top because 5 seconds is a long time and my hands and mouth have serious thoughts in mind.
Generally yes, but it helps if I have seen it before. Unclasping a new bra in the dark when you have never seen what kind of clasps it has will always be a challenge, no matter what anyone says.
So if you have been face to face the whole time, are still half wearing your top or shirt, wearing a new bra, and complain about the time it takes us to unclasp it with touch alone, maybe let us see it first at least before you complain. Not everyone is an LPL of bras.
