It means their body is skinny, basically, or at least not very chubby, so that the boobs are small, but the rest is also small

They are probably trying to say that they like petite/skinny women who have small chest as a result of being petite, not women of average builds who have sad, droopy and relatively small chests in spite of their extra padding everywhere else.
If I was to say that, I would mean something like this:
