Unintentionally, yes. This is the problem with good peripheral vision and a lack of privacy in men's restrooms.
Not intentionally. Like almost all men, when I walk up to the urinal I'm looking straight forward. If a guy were to look down and to the side it would be plainly obvious. But also like most men, that would be the last thing I would want to see.
