I saw it happen to a few people when I was in school and college as well as having it happen to me (I even pantsed someone too).
Pantsing was fairly common in our school as a prank and it was good practice to watch yourself at lunch time. It was more common for us guys to get pantsed but it did happen to girls too. Long answer, but I'll tell you about when it happened to me, , and when I saw it happen too.
1) When I got pantsed it was in PE class when we were on the field in summer. I was wearing shorts and boxers and I was talking to 2 girls in my class. This "friend" of mine decided it would be a good time to pants me and as I was facing these 2 girls he grabbed my shorts and yanked them down.
I remember hearing him laugh and hearing the girls gasp in shock before I looked down and to my horror I saw that my boxers had come down too... and both girls could see my junk, totally exposed and uncovered. needless to say I was pretty embarrassed.
2) Probably the most memorable time for me was when I was about 15 and I witnessed one of my friend's sister's friends get her bikini pulled down. I was at my friend's house one weekend swimming in his pool when his sister and a few of her friends came out in their bikinis, obviously intending to come for a swim.
They were 2 years older than us and honestly I was just enjoying seeing this group of older girls in their bikinis. Most of the girls went to the seats to put their towels down but this one girl who I didn't know was stood at the edge of the pool, I don't know if she was pretending to jump in or practicing/getting ready to dive in.
But I was watching her on the edge of the pool when my friend's sister came up behind her and right in front of me and my friend. pulled this girls bikini bottoms down her legs and right onto the floor.
I remember the girl screaming as I pretty much gaped at her standing bottomless in front of me... I could see her legs and her hairy p*ssy as she faced me.
Then my friend's sis pushed her into the pool and she was covered up... I can't forget how red her face was as she tried to pull her bottoms back up under the water.

Yeah. Some drunk friend pool party accidentally pantsed me. Luckily only few of friends sees the moment. Unluckily those manage to look at the moment are all female and my girlfriend friends. You could say that my girlfriend are mad at me which I did nothing wrong. Worst thing is that her friend can joke it with her on how she can endure with those (mine) size while laughing.
