Ignore it. Don't appear shocked or disgusted (that's what he wants). Call the police.

Guys who do that, very often escalate to actually physical-sexual assaults. It's important to call the cops on guys who do that. They are more dangerous than they seem (or will likely grow to become dangerous over time).

It's a matter of increasing the severity of assaults after he keeps getting away with it. But arresting a guy like this, for exposing himself in public... can sometimes shame someone into... NOT being a fucking creep going forward.

Most important thing is to ensure your own safety. After that, the next concern is reporting this guy.

What you ought to have done, was spoken to the bus driver. If not at the time, then as you exited the bus. You shouldn't have to put up with that just trying to get somewhere on the bus. Try and get assholes like this picked-up and off the streets. Sorry this happened to you.
