Guys, If a guy says "making love" vs "sex"?

Does it mean anything? I'm friends with this guy, I think I'm falling for him and he's admitted to liking me to another friend but says he doesn't to my face blah blah long story. Once when we were drunk he took my pants off and tried to have sex with me and his words were "let's just fuck" I said no The other night while sober we were messing around and he got on top of me and said "let's make love" like really softly and sweetly but again I said no. Did he really mean anything by it or was he just trying to be more sensual?
