If you let a guy start to finger you, but then stop it almost immediately, would it still be considered cheating?

If you were chillin' with a guy, and the conversation was going a certain way and you were both turned on, and you let him touch you but you didn't reciprocate.. but you did let him put a finger inside, but then stopped it a moment later.
Is that still considered full on cheating?
