  That's a murder+suicide in my opinion. If we respect the conjoined twins as two separate sentient beings, which is where I think we have to start out, then it might be one joined body but two separate minds.

  I don't even think we need the extreme example of joined bodies to contemplate ethical dilemmas. They're extreme but even a sort of shock to me after marriage is how much my wife and I depend on each other. We may not have conjoined bodies but we have conjoined finances, emotional dependencies, etc. At some point I feel kind of conjoined to my wife that way. We become sorta like two minds but in one indivisible form of some sort, even if our bodies are separate.

  Seems impossible to avoid having to imprison both in your example! I think justice in the formal sense is really just about trying to protect the rest of society from harm. It can't always be so fair, and especially in cases like this. Another scenario I think which introduces such a conflict is say one conjoined twin loves to eat snacks left and right, and the other wants to lose weight.
