Now I’m having an ongoing argument with this guy because he asked for a picture of my cleavage and I got offended (like wtf do you guys really do this and think it’s normal?)
I said to him:
“It’s cheeky and disrespectful of you to even ask me that given that we’re not romantically involved”,
and his response is:
“Your pictures show your cleavage so you can’t be annoyed at me for asking”
Like wtf? None of my pictures shows off my chest, but being a girl with a well-endowed chest I can’t hide it and I shouldn’t have to, I genuinely don’t understand how anyone can justify this?

That hardly shows cleavage. I would only ask a camgirl, pornstar, or my girlfriend for nudes. So far I have gotten them from all.

First, the photo above does in fact show flattering cleavage. So his statement is TRUE:
“Your pictures show your cleavage...”
What is CLEARLY WRONG is his follow-up:
"... so you can’t be annoyed at me for asking"
Especially in light of your statement:
“It’s cheeky and disrespectful of you to even ask me that given that we’re not romantically involved”
So, as is evident, he is OUT OF LINE with his request. Unfortunately, your exposed cleavage led him to believe he could get away with this.
Its not right or fair, but sadly the reality in our times, is that photos like this one will lead some to act like him!

As long as a guy asks nicely, not demands. It should not be disrespectful. You can just say no without giving any opinion or explanation.
If the guy insists, just block the f out of him.
Now, if it offended you, it's useless to argue with him because it's your own personal opinion against his wishes
To answer the question not your entire post no not really but then again it depends on the situation and who you are asking if you're asking your girlfriend or boyfriend it's ok if you're asking a stranger that has no nude pics on his or her profile or whatever it's not ok

Actually I have n\been in a Bra and Panties mood recently meaning if we were friends I would not ask you to pose naked but i would love to take some some photos of you in Bra and Panties actually I just asked that question recently but it should be completely your decision you know if your thinking about it and feeling uncomfortable maybe you could ask a friend to be there with you to be safe.
