I would say that the most similar thing about women and the way they think about having small breasts and men the way they think about having small penises is that they both overestimate the importance of it to the opposite sex.
I can be equally attracted to a woman with either small or large breasts. Sometimes I am far more attracted to a woman with small breasts than to another woman with large breasts. I don't think most people either male or female base their level of attraction on a single body part. People use the whole package and how well it all works together to assess attractiveness.
