that is a valid perspective. could also mean she values his friendship so does not want to fully taint that with constant sex. instead keeps sex reserved for very special occasions.
could also be a subtle invite to become a friends with benefits or open relationship type of thing. maybe the friend group has more than one girl doing such a gift and the girls decided to openly share him this way. likely he could have already expressed romantic feelings for a few of them (assuming there is more than one female). inversely he could be one of a few guys in the group that she fancies and this is a way of trying things with each guy. point is there are non-negative or less negative possibilities to this. need more info to really know and even then may not get the full picture.
