Well, as long as he hasn't started anything at all with the girl he's in love with and you haven't started anything with a guy you're romantically interested in either, you're both "allowed" to explore with each other
Then the next question to consider is how it would affect your friendship and what you want out of it.
Unless you want him that way, I wouldn't bother. Think of it in the reverse, should a guy tell a woman she has huge boobs (I know guys do)? Like, she knows she does lol. It's not really any different here. And if he likes someone else, it seems pointless to me. I'd focus my attention on someone else.

I wouldn't tell him unless you are prepared to risk him ending your friendship. It would be okay if he wasn't in love with someone else and the two of you were making out regularly. If you think there's a chance the two of could be more than friends, ask him if he ever thinks of you as more than a friend. Maybe he's with this other girl because he's thinks you aren't interested in him as more than a friend.
