There's definitely an urge, and it's harder for some than others to resist. I personally don't stare because I think it's rude. If someone's been staring at your butt for a while, and you've tried moving and they're still on your case, then I think it would be appropriate to tell that person politely to stop. Alternatively, you could wear less tight clothing, but it really should be up to men to resist this urge, and those that struggle are the ones that need to change, not you.
