There's no correlation between muscle mass and penis size if we limit things to natural muscles. It IS true that taking steroids (which is common among actual body builders and some athletes) can shrink testicle size and have other problems related to low testosterone, because the body stops producing natural hormones when flooded with artificial ones.

Not every guy with some muscles is on steroids.
