Of course it's genetic, what else would it be? All physical traits are genetic. The penis isn't the anomaly physical trait that is luck. Anyone who answers no or maybe knows nothing about biology. The question is how does genes play a role; not if. Just like any other physical trait... just because a mother is a DD Cup, does that guarantee all daughters are going to be big busted? No. Genetics doesn't pick and chose parts of the body from past relatives like a puzzle, size is likely like height...
