The nudity itself is not sexual. But the fact that it exposes sexual parts makes it sexual. Because nobody wants to see that shit.

It is most definitely sexual. Because we're clothed most of the time in society, when we are not clothed it delivers a message, and its a sexual message. Sometimes the message doesn't do anything for you because you're not attracted to the person, but that doesn't change the nature of the act.
So as long as its not normal to be nude in social situations, its going to remain sexual.
