I know it depends on the circumstances like if you are just at home or in public. Maybe on a date with your boyfriend or just out with your girlfriends, etc.
Here are the circumstances... copy and paste them to the comments and then put your choice of what you would wear underneath for each circumstance if there may be a difference for some of them.

Guys, you can do the same if you want, and then put what you think she should wear underneath in each situation, and for the poll questions, pick which one you think your girl would choose unless you are a cross dresser than you can pick one for yourself... lol
Here are my choices and an example of how to do it in your comments.
And this is not assuming that everyone can see what you do, or don't, have on either. More that they can't unless it happened by accident.
This would be my "usual", but not always, choices, as it varies of course...

You have some very genuine questions and I find this one very interesting.
Second, I wanna congrats on photos you are posting. Your posts are always posted with some good photo material. Those wind blowing photos are awesome. I guess where did you find them :)
In my ideal world girls would go around in short skirts and dresses without panties at all :)
But getting down to earth, here is my opinion:
1. At home by herself:
- B, C, D or F, however she feels that day
2. At home with parents:
- B or C
3. At home with siblings:
- B or C
4. At my home, or his home, with boyfriend, SO, friends with benefits, etc:
- D or F, but F is preferred as she will be more exposed and accessable, plus she will feel sexy knowing how naughty she is
5. At home with just girlfriends over, no guys:
- B, C, D or F
6. At the mall with girlfriends
- D or F, B is considerable is she has period
7. On a first date with a new guy
- F is preferable if plans to have sex on the first date, also it should boost her confidence, but also giving her tickling down there by fresh air
8. On a date with a fiance'
- F preferable, she should always do her best to be ready and accessible for her fiance and D is good idea of she plans to tease him by getting it off in public
9. At a nightclub dancing
- B, C, D or F depending on occasion. She will probably get drunk and if she is not in safe company she can get into trouble and regret if she goes without panties to that places (unless she plans to have sex with stranger in toilet) :)
