I wouldn't go as far as to say "slutty", but you have a curvy body that is naturally going to draw sexual attention from men, and while your clothes have plenty of coverage, they're also very tight and form-fitting and show off the curves of your body very well, which, again, is going to be seen as sexual. Further, (higher-class) sex workers often use the very same technique of full coverage but very tight clothing to accentuate their bodies without technically being "revealing" (as in: bare skin). This allows them to "advertise" without technically violating any dress codes.

So, you are kind of being lumped in with those women by a few guys because what you're wearing looks very sexy on you, and if that level of sexiness is out-of-context for where you are, then it can draw some negative sexual attention. Or, the guy was just a pig - that's also a possibility.
