Nothing. It is their choice to how they want to lead their lives. If my future wife abstained from intercourse, great! If she masturbates: great! If she doesn't masturbate and wants to keep herself as tight as possible: great.
However, there will be so much "pressure" on the wedding night, there will be so much tension that it *has* to happen there and then. This will cause performance issues on both sides. The act that is meant to be so special will become very awkward very quickly.
If a girl wants to preserve herself for marriage, that is fine. However, do some non-penetrative sexual things with hour future husband before the time. Get comfortable with mutual nudity. Get comfortable with each other's touch. Get comfortable touching and caressing each others genitals.
Build up the sexual tension before the wedding night. When the time comes, go for it. Have no plan, let things flow (pun not intended).

other sexual stuff isn't quite the same level of bonding, it's not as intimate nor as meaningful. If you jack a dude off then break up, your heart won't be utterly destroyed, but if you've been having sex, it's gunna hit home hard and honestly I don't think most people ever recover. Not that it's not possible, but from what I've observed, after a girl's first failed relationship, unless she is very introspective (which everyone SHOULD be) or has gotten therapy, she's fucked for life, and no man would wanna pick up that baggage
