There's no such thing as being half a virgin. Once you've had sex, you're no longer a virgin anymore. He could just be a beginner at sex though, so he hasn't done all of the basic sex acts (hand, oral, intercourse, etc.). <--- I think this is what he meant most likely, just worded it wrong.
