Building anticipation is what makes a good tease.

Think of a stripper: they don't just walk out onto the stage naked - that would be boring. They come out with clothes on, and build anticipation by drawing out the removal of those clothes, until the goods are finally revealed. The anticipation being FINALLY fulfilled is what makes the experience satisfying.
