On the simplest level, because they're attached to a woman. Moobs, man boobs, don't do it for me.
Eh, I just don't like really big boobs. Or saggy boobs. Or really big saggy boobs. Other than that most boobs are pretty great, including small boobs, those are good.
Probably an evolutionary thing. They keep us alive when we're babies after all. And if you're showing a little bit or a lot but not the whole thing, it stimulates our imagination. That's the case for me at least.
Also, the size and shape give us an indication of whether you would be able to feed our babies properly.
There are LOTS of factors that make for a great pair of boobs along iwth sheer size. Firmness, shape, size, nipple position and projection, areola quality, etc.

Let me elaborate and explain my attraction to breasts that pertains to my preferences - I love boobs. I like big or small, preferably round and perky in either size, but I won't be too fussy.

I am a boob guy, so I love all boobs. lol. I think small boobs are very sexy. I like a woman who is confident about her breast. Cleavage is always nice. But what I like most is a woman's nipples. That is sexy AF. Size and skin tone, not that much important to me. Although I guess I do prefer dark nipples and areola's to light ones. I also like a woman who has sensitive nipples to kiss and lick. But I love them all. lol.

Jeez, that's like asking why people find art appealing. There's so many factors to it. I suppose at the least I can say size, softness, shape, and how the areola and nipples fit with it.
No small, but not too big either. Skin tone and quality are factors.
