That's one of those things that's somewhat unique to the individual's perspective, in most cases.
A guy that's big would likely consider anything that's smaller than him to be "small", even if it would technically be classified as average.
A lot of men are insecure, for a variety of reasons, one of which being porn. They may see the typical "porn penis" as being normal, and feel that they, themselves, are small, simply because they don't measure up. What I'm saying is that this guy may be average, but just have some insecurity issues.
It's also possible that he really is on the smaller size. If you go by the technical definition/average size of approx 5.2 inches in length, then I guess "small" would be anything 4 inches, or below? It's really kind of a subjective issue, more than anything.
if he put that way 'tiny' that means it must be 3 inches maximum when hard, but at least he is brave enough to reveal that to you before even showing you

Any penis less than 6 inches in length. Girth-wise, if it can fit inside a (standard American) toilet paper roll with little to no effort when fully erect, then it's thin. Six inches is the bare minimum of a medium-sized penis in my opinion. I am also not convinced that 5 inches is really the average penis size because 5 inches is no longer than a soda can or ink pen. I don't often come across dicks that short. While I can't speak for every woman, 5 inches isn't enough to reach my G-spot without contorting my body into certain positions, which I am not a fan of. It makes me feel like I am putting more effort into experiencing pleasure than the man on top of me.
