I've been using a foil type electric razor for at least 15 years. Look for one that doesn't have a center cutter bar as it can nick, or if it does, hold the razor at an angle to keep the cutter bar from contacting the skin. Stretch the ball sack tight for a good shave. I'd go for laser hair removal if I could find there was a shop in my area that would do males.

I personally sprinkle them with water so it's easier to shave them but there are probably better and more effective options than mine.
