If you're not into it then don't do it. Sounds to me like he wants all the sexual benefits of the relationship with none of the downsides. As a male if I could get sex without having to buy you dinner first; I mean come on who's going to pass that up?
Personally I think all you need to do is say. "I really like you but I'm not comfortable with a relationship like that" then move on. He'll react however he reacts and you should make your decisions about what to do from him.
