Because size does not affect the functionality of breasts. It can however affect the functionality of a penis.
I believe we shouldn't be judged by the size of our penis or boobs. While some guy with small penis can do wonder, girls with small boobs can feel that wonder when played right 😉
Breasts are not as likely to give sexual pleasure as a penis is. A small penis is less likely to provide pleasure during penetration, thus the castigation. Some people will not be with a woman who has small breasts, but that is less than number of people who will not be able to be sexually pleased by a tiny penis.
