The same reason why some women use push-up or padded bras. Also, porn and pop culture has influenced men and women that bigger is better, and it is still acceptable to shame men for having a small penis while shaming fat women for being unhealthy is frowned upon. If it's about men no one cares, as usual.

I never told lie about my penis size, because I don't need to, I am happy with my penis size, because big enough, just that people who telling lie, they don't happy with their penis size..

The answer is ego, but not all guys are lying. Some might truly believe what they said was true, and really don't know they have a small one.
And sometimes the lie is opposite and the guy is being modest.
I didn't know I was larger than average until after I was married. I worried it was too small all the time. So, the reality of the situation may not be entirely what it seems.
