Women have breasts, so they take them for granted. They see, touch, hug and squeeze them any the time. But men find them absolutely fascinating.

Boobs are quintessentially feminine. Whether they are small and pointed little turrets, bulge like balloons, have scooped tops with upturned tips, or are fat and pendulous, they have a magical shape.

They look tender, supple and delicate.

They are constantly in motion, can wobble, jiggle, bounce and change shape depending on her movements and the position of her body. That is mesmerizing.

I think it's a combination of reasons.
Obviously they're something we don't have, in much of western society they're portrayed as something immoral yet they feed and sustain life, they can be sexual or functional, girls seem to freely be able to touch each other's and guys are scolded for looking. They symbolize femininity and what most men are looking for. They're comforting yet stimulating.
