Why do some men think it's okay to sexually harass women?

Men think Differently, than Women. Now with that said, in no way is Harassment right in any and all circumstances and situations. And I Honestly Apologise from the Bottom of my Heart if you have been Hurt or Harrased in any Way, Shape or Form. Men are “Visually Stimulated” Creatures, And that means that we can become aroused or have the sudden urge to want to Interact with something our eye “Fancies”. The Problem is not with all men, but with the men who have no “Self - Control” over this “Stimulant” of the Eyes. All Women are seriously very Beautiful and Amazing Creatures and I myself am EXTREMELY Fascinated by Everything about them, and I honestly just want to get Married as soon as I can to the Woman of my Dreams because I am very eager to learn all about her Mysteries. But there are Men who lack any Sense of Respect or Restraint when influenced by the sight of a “Woman” and can't think straight or just let their desires take over them, and that is why they can “Harrass Women”. And again I apologise to all Women who have gone through this. You have every right to be Angry and Upset, and the Men who do those things should be very Ashamed and Punished.

That's hard to answer as the reasons for their actions can be of many. Some might be testing the waters and eventually they get so confident because no one has told anything against them that they keep doing it or taking it farther and in their minds they have probably worked out why they are not in the wrong. In criminology this is called using neutralization techniques which means that to feel morally okay with yourself you make up ideas as to why it's okay to do a certain behavior. It can be as stupid as "they want it but are just too shy and prude to admit it".

Because they're not always told when their behaviour is inappropriate, it's brushed off as 'boys will be boys' Instead girls are told don't wears this, don't do that etc because that will get a boys attention and they can't always control themselves and that's bullshit.
I'm not saying everyone is bad or never told they're in the wrong. But in my experience women are too often blamed for a man's behaviour.

Two points of view:
- A lot of men out there simple have no respect for anyone or anything but themselves. True for both sexes really, but in this context, it's an easy way to identify which girls are more submissive. Some girls actually crave those kinds of attentions from assholes.

- Some women don't understand what is harassment and what is just poorly executed "interest". I've seen more than my share of girls who get offended and claim harassment when a guy they don't like hits on them, yet when another guy they do like approaches them exactly the same as the first guy, she calls it flirting.
