I've fairly small breasts yet I've always felt the need to wear a bra. The second a girl starts to develop, her mother gets her a bra and she's conditioned for life to wear one. But there are millions of men with much bigger breasts than me (and perhaps most women) who get through life without any braless problems.

The best I've been able to deduce is that it's to hide nipples, especially when you're aroused (or cold, or whatever.)
Same reason I wear tight underwear. It won't hide the bulge, but it keeps it from hanging down my pants leg for the world to see
