People who are asexual, nuns, priests and other people with religious reasons. People who have conditions such as autism that makes touching extremely difficult. There are tons and tons. The better question would be why does society feel the need to judge someone simply because they haven't had sex. It's completely possible to have a fullfilling, content, happy life with out it.

No interest. Asexual. Aren't sexually driven but like the idea. They don't appeal to the opposite sex. Religious reasons (saving for marriage but never married). They never found anyone that they wanted to have sex with. They are too picky. It brings back bad memories of the sex they are interested in (they could have been sexually assaulted, etc). Other possible reasons I'm too lazy to type beyond this statement.
