Not necessarily. But it is likely because he does not intend to abstain while he is overseas. I know of a situation where the wife was abstinent but she permitted (and he agreed) him to have non-penetrating sex (handjobs and blowjobs) while he was away.

If he's going to be absent for so long, maybe he understands that you'll feel needs, and he still wants to keep your love, and for you not to break up because of the lack of sex. It doesn't mean he doesn't respect you. He's just being as generous as he can be, in my opinion, and also playing with fire. I'm in a LDR, but I doubt I'd give my girlfriend such a permission like that. I don't think I could handle it

He probably just wants to make sure you are not frustrated while he is away, and would prefer you not to do it and lie about it, so he is giving you the okay to do it. Myself I would not give her an open unless it was open on my end too otherwise while I am frustrated she is beaming with pleasure and to me that would be like a big middle finger to the face if she delights in my frustration and suffering while she is satisfied and happy.
