typically a bra is wore by a woman. to help carry the weight of her breasts more easily. so provided she has the required upper body/back strength. to deal with the weight of her breasts. I see no real issues with a woman going braless.
if she does not mind the occasional glance or stare from other people around her. mostly guys but also some girls.
bras with little or no padding. also tend to show a woman's nipples through them. same as if she wears a thin material top.
I have found that most woman tend to remove their bra. shortly after returning home or to a more private location. because many find them uncomfortable or have under bust sweat built up from the day. maybe even a few other reasons.

I don't think much. A woman is free to ditch the bra and her nipple may poke out if she's not wearing a bra. I've heard that a bra can be uncomfortable at times, so she just wants to ditch the bra and feel comfortable.
