I've had a similar problem before, it's a mix between performance anxiety and a mental block to do with the condoms. Get him to mastrurbate while using the condoms (hopefully thinking about you) in his own time so he can get used to the feeling and the time it takes to put them on, that might help.
Another thing you could try is putting the condoms, on with your mouth, if you can deepthroat, otherwise if you put it on and blow him for a little afterwards that might help him stay hard.

There's so many things that can affect our erection. Anything from diet, to medications, anxiety, thoughts etc. Is it possible he has a medical condition? Maybe he should get it checked out?
